Head of Utility & Infrastructure Group

Accountabilities

 

1. Reliable Utility Supply, EHS & Quality
Ensure the continuous, stable, and reliable supply of all critical and black utilities while fully integrating Environment, Health & Safety (EHS) and Quality standards into utility operations, minimizing risks to people, product quality and environment.
Drive plant operational continuity by maximizing uptime and ensuring utility systems consistently meet production demand.

 

2. Energy Efficiency & Cost Optimization
Lead energy management strategy and implement initiatives to optimize energy consumption and reduce operational costs, aligned with Carbon Emission reduction policies.

 

3. Maintenance, Reliability & Service Partner Management for Utilities and Infrastructure.
Ensure maintenance, calibration and reliability practices are fully aligned with utility system criticality, while effectively managing service contracts and outsourced partners to guarantee high-quality, safe, and reliable execution of utility and infrastructure activities.

 

4. Compliance, Quality & Project Execution
Ensure full compliance, audit readiness, and quality standards for utilities and infrastructure, while supporting strategic projects and site expansion.

 

5. Governance, Representation & Technical Leadership (MSO of Zoning & Facility and Clean Utilities)
Act as Yamagata site as representative for Facility MSO, Zoning Concept, and Critical Clean Utilities, ensuring alignment with corporate standards and best practices.

 

 

Minimum Education/Degree Requirements

Degree/Education:Bachelor’s degree
Focus:Engineering (in general), Science, Chemistry, Pharmacist

 

 

Required Capabilities (Skills, Experience, Competencies)

 

Language
- English: Advanced level (reading, writing, and speaking)
- Japanese: Advanced or native level (reading, writing, and speaking)

 

Work Experience
- Proven experience (3+ years recommended) in Utilities & Infrastructure management in an industrial or regulated environment.
- Experience in pharmaceutical or other GMP-regulated industries is highly desirable.
- Experience participating in international working groups and cross-functional teams.
- Experience in international projects and capital investments, preferably related to utilities or infrastructure.
- Exposure to contractor and service provider management.

 

Technical & Functional Skills
- Strong knowledge of utility systems (HVAC, purified water, compressed air, energy systems).
- Understanding of maintenance and reliability engineering practices (preventive, predictive, RCA, FMEA).
- Familiarity with GMP, qualification, validation (IQ/OQ/PQ), and compliance processes.
- Basic to advanced knowledge of energy management and sustainability practices.
- Ability to manage EHS requirements within operational environments.
