The Senior Associate Director, Government Communications & PAC role is a Corporate Affairs storyteller whose specialty is public policy — and whose craft is pulling that policy through communications. Partnering closely with U.S. Public & Government Affairs, who own the policy, this role owns the narrative: turning complex issues into human, credible stories that build trust, strengthen reputation, and show how Boehringer’s innovation delivers value to patients, communities, and the healthcare system.

As the U.S. policy environment grows more complex, storytelling has become one of the most powerful ways to earn trust and shape reputation. This role brings a communicator’s instinct to policy: finding the human angle, the patient impact, and the therapeutic-area connection inside every issue, and translating it into narratives that resonate across owned, earned, and social channels. It does not set policy positions; it gives them a voice, an audience, and a story worth following, ensuring one coherent and compelling narrative across every channel.

Serving as the lead communications partner to U.S. Public & Government Affairs and the enterprise owner of the Political Action Committee (PAC), the incumbent brings policy priorities to life through storytelling — connecting them to the therapeutic areas, patient communities, and business goals they ultimately serve. A central part of the mandate is weaving Boehringer’s therapeutic-area policy goals (such as patient access, affordability, innovation, research, and disease awareness) into narratives that make policy feel relevant and real to employees, executives, and external audiences. The role brings these stories to life through modern social and digital campaigns, driving PAC participation, extending executive thought leadership, and engaging stakeholders where the conversation is actually happening.

Ultimately, this is a communications role at heart. It exists to make Boehringer’s policy story clearer, more human, and more compelling — moving the company from reactive to proactive and from participant to influencer, while keeping every narrative unmistakably aligned with its mission to deliver value to patients and the healthcare system.

This position offers a remote work arrangement, with the expectation that the candidate will be based in the Washington, D.C. metropolitan area.

Duties & Responsibilities

Policy Storytelling & Narrative:

  • Serve as the lead communications partner and storyteller to U.S. Public & Government Affairs, who own policy positions; this role owns the narrative.
  • Translate complex policy priorities into clear, human narratives that resonate with patients, employees, policymakers, healthcare stakeholders, and the public.
  • Identify opportunities to elevate therapeutic-area policy goals (e.g., patient access, affordability, innovation, research, disease awareness) through storytelling, executive communications, media, thought leadership, social content, and advocacy campaigns.
  • Create messaging, narratives, campaign content, and stakeholder communications that connect public policy issues to patient impact, therapeutic-area goals, and healthcare innovation.
  • Partner with therapeutic-area communications, corporate reputation, and public affairs teams to ensure policy storytelling aligns with enterprise priorities and business objectives.
  • Anticipate emerging policy issues and develop proactive storytelling approaches that position Boehringer as a trusted, human voice on issues affecting patients and healthcare.
  • Bring policy moments to life — milestones, industry developments, and advocacy activities — through timely, audience-ready stories rather than dense policy summaries.

Executive Thought Leadership & External Influence:

  • Partner closely with the Director, Corporate Reputation and Strategy, to identify and activate policy-related thought-leadership opportunities that support the enterprise narrative and executive platform.
  • Surface compelling patient, policy, innovation, and therapeutic-area stories — with the proof points and real-world examples behind them — that bring executive visibility programs and thought-leadership campaigns to life.
  • Collaborate on executive content — social, keynote support, op-eds, briefing materials, and advocacy communications — that positions company leaders as credible, human voices on the issues impacting patients and healthcare.
  • Ensure policy storytelling aligns to and reinforces the enterprise narrative, maintaining one consistent, credible, and authentic voice across policy and reputation communications.
  • Work hand-in-hand with Public & Government Affairs to translate their policy positions into audience-ready stories and proof points — they provide the substance; this role provides the narrative.
