Executive Director, Public Policy

Description

The Executive Director of Public Policy serves in a senior leadership role and is responsible for developing and implementing comprehensive public policy strategies that advance the company’s objectives to make important therapies more accessible to patients and to preserve and strengthen U.S. biomedical innovation. This role requires a deep understanding of the pharmaceutical industry, regulatory frameworks, and the political landscape affecting the U.S. healthcare system. In this role you will be:

  • Responsible for working collaboratively across the company to formulate the company’s positions on priority policy topics.
  • Work with teams to ensure the company’s perspectives are shared with stakeholder audiences to advance policy discussions and create favorable environments for the passage of policies that will benefit patients.
  • Lead a team responsible for policy analysis and development, business impact assessment, and internal and external thought leadership on federal and state legislation and regulatory developments related to government programs in the US.
  • Collaborate with internal and external stakeholders to advance public policies that support Boehringer's business goals and quality of care for the patients we serve.
  • Be a leader in Boehringer’s U.S. Public & Government Affairs team and collaborates closely with the federal and state government affairs teams. Other important internal partners include: the U.S. country management team, market access leaders, commercial and therapeutic portfolio leads, R&D leaders and others.
  • Represents Boehringer with various industry trade groups, patients organizations and other external groups.

This position offers a base salary typically between $250,000 and $394,000. The position may be eligible for a role specific variable or performance based bonus, relocation and or other compensation elements.

Duties & Responsibilities

  • Develops Boehringer's policy agenda by working closely with the Head of Corporate Affairs and other leaders across the company to set the strategic direction for public policy priorities that are aligned with the goals of the US organization.
  • Develop strategies to mitigate, counter or leverage complex legislative proposals to align with BI interests.
  • Develops and presents strategic plans and regular updates to senior leaders in the company (US country management team, human pharma leadership team).
  • Implements plans for to advance Boehringer business objectives for our priority therapeutic areas.
  • Executes policy plans to support launches for new products and therapeutic areas.
  • Provides strategic counsel to pipeline market development for Boehringer compounds in early clinical stages to enhance value proposition.
  • Partners with US Market Access, Legal, and other relevant teams to gain input and align on clear policy goals for the U.S.
  • Engages with external trade associations to represent Boehringer, share the company’s perspectives and gain market insights.
  • Advances Boehringer policy positions and objectives within these groups and by leveraging industry efforts.
  • Collaborates with advocacy groups, professional organizations and coalitions regarding legislative and regulatory issues with aligned positions.
  • Builds and supports execution of robust policy and advocacy strategies in partnership with Federal/State Government Affairs, corporate affairs, market access and others.
  • Coordinates with Government Affairs on the environmental assessment and analysis of key policy opportunities and threats to the U.S. organization, including legislative and regulatory developments (drug pricing and patient access, Medicare, Medicaid, transparency, IP, value of innovation, etc.).
  • Directs the prioritization of U.S. policy goals and alignment with other functions (Business Units, Global Commercial Gov't Affairs, Regulatory, R&D) to ensure identification of policies to enhance patient access and public health.
  • Leads the development of U.S. policy positions, ensuring consistency across the business units and a connection to the global Public & Government Affairs team.
  • Manages a team of policy specialists dedicated to the development and execution of our public policy strategy to build internal business acumen and inform strategic plans for industry topics as well as topics impacting our therapeutic area priorities and R&D strategy and pipeline.
  • Develops and leads Boehringer engagement with Executive Branch agencies and stakeholders.
  • Manages all relevant Boehringer policy with significant US trade organizations and relationships with national policy organizations.
  • Oversees a budget for consulting services, data purchases, sponsorships, and memberships.
  • Serves as a member of the Corporate Affairs Leadership Team and regularly connects with leadership teams for market access and therapeutic areas.

Requirements

  • Bachelor’s degree in public policy, political science, law, or a related field; advanced degree preferred.
  • Minimum of ten (10) years of experience in public policy, government relations, or a related area, preferably within the pharmaceutical or healthcare sector.
  • Proven track record of successfully advocating for policy initiatives and building relationships with key stakeholders.
  • Strong understanding of the healthcare and pharmaceutical regulatory environment.
  • Excellent communication, negotiation, and interpersonal skills.
  • Ability to think strategically and operate in a fast-paced, dynamic environment.
  • Proven leadership skills with a focus on team collaboration and development.


Eligibility Requirements:

  • Must be legally authorized to work in the United States without restriction.
  • Must be willing to take a drug test and post-offer physical (if required).
  • Must be 18 years of age or older.

Desired Skills, Experience and Abilities

This position requires: 

  • Advanced knowledge of state and federal government affairs and public policy, including policy analysis and government relations.  Experience analyzing health care proposals, identifying key provisions, and assessing impact on pharmaceutical industry.  Successful experience working with and leading cross-functional teams and addressing public policy issues is a necessity. Requires advanced communication skills, business acumen, and ability to provide strategic advice to senior leaders.
  • Demonstrated experience with managing multiple projects supporting business objectives is a critical component of the job. Significant knowledge of pharmaceutical industry and related public policy issues is required.
  • Working in a fast-paced environment, balancing multiple deliverables, and adapting quickly to new challenges.
  • Collaboration with external partners and coalitions to strengthen the company’s advocacy efforts.
  • Strong leadership experience, excellent communication skills and subject matter expertise in the overall U.S. health policy landscape; federal healthcare programs (Medicare, Medicaid, 340B among others); coverage, coding, and payment for biopharmaceuticals; understanding how to work with the Executive Branch; and engage in the federal rulemaking process.
  • Understanding and being able to clearly articulate the value public policy and government affairs provides to the business and execute on workstreams to demonstrate that value and benefit to the business.
