Director, U.S. Public Policy
Description
The Director of US Public Policy will lead the development and execution of enterprise-wide public policy strategies that advance Boehringer Ingelheim's priorities related to patient access and affordability, drug pricing, and innovation policy. The incumbent will serve as a strategic advisor to Public & Government Affairs leadership and key business partners regarding the impact of legislative, regulatory, and policy developments on company objectives. Additionally, this role Identifies risks and opportunities in the evolving healthcare policy landscape and develop strategies to shape public policy outcomes that support patient access to innovative medicines and long-term business success. The incumbent will represent Boehringer Ingelheim with external stakeholders, industry associations, and coalition partners to advance company priorities and strengthen the organization's reputation as a trusted healthcare partner.

Compensation Data
The base salary range for this position is $230,400 to $345,600. The position may be eligible for a role-specific discretionary bonus, relocation assistance, and/or other compensation elements. We continuously review market data and may adjust salary ranges as needed in the future. Actual compensation will be based on job-related factors such as skills, experience, qualifications, and other factors permitted by law. Duties & Responsibilities
- Lead development and execution of enterprise public policy strategies supporting patient access and affordability, medical innovation, and pharmaceutical policy objectives.
- Serve as a strategic partner to PGA leadership and cross-functional business partners regarding the impact of legislative, regulatory, and policy developments.
- Monitor and evaluate emerging federal and state policy developments and identify risks, opportunities, and trends impacting Boehringer's business and portfolio.
- Develop and maintain company policy positions related to relevant pharmaceutical and other key healthcare issues.
- Support the design and implementation of advocacy strategies with policymakers, regulatory agencies, trade associations, and other stakeholders to advance company priorities.
- Represent Boehringer in industry trade associations, coalitions, policy forums, and stakeholder engagements to influence public policy outcomes.
- Lead and coordinate cross-functional teams focused on strategic policy initiatives and enterprise objectives.
- Develop policy briefs, executive presentations, position papers, issue analyses, and other strategic communications for senior leadership and stakeholders.
Requirements
- Bachelor's Degree required. Advanced Degree preferred (JD, MPH, MPP, MPA, MBA, PhD, or equivalent)
- Minimum of ten (10) years of progressive experience in public policy, government affairs, healthcare policy, market access, consulting, trade associations, pharmaceutical, biotechnology, healthcare, or government sectors
- Demonstrated expertise in U.S. healthcare policy, including Medicare, Medicaid, reimbursement, coverage, drug pricing, healthcare reform, and 340B policy issues
- Proven experience developing and executing policy strategies that influence legislative, regulatory, or stakeholder outcomes
- Demonstrated ability to serve as a strategic advisor to senior leadership and influence decision-making in a matrixed organization
- Strong understanding of the healthcare ecosystem and policy implications for biopharmaceutical innovation and patient access
- Exceptional analytical, strategic thinking, written, verbal, and presentation skills; Demonstrated ability to build productive relationships with policymakers, industry organizations, patient groups, and other external stakeholders
- Strong leadership, collaboration, and project management skills, including the ability to lead cross-functional teams and manage multiple priorities simultaneously
- Demonstrated sound judgment, executive presence, integrity, discretion, and accountability
Eligibility Requirements:
