GFE (Facilities and Engineering) Manager
The Position
The GFE (Facilities and Engineering) Manager is responsible for Environment Health Safety (EHS), Security and Crisis management(S&CM) & oversees the Real estate and facility management (REFM) management in Taiwan, to ensure the operational compliance and excellence. Provide service execution according to the defined process. The position will manage 1-3 person in the GFE team.
Tasks & Responsibilities
- General GFE Management: Develop necessary management system and SOPs according to the authority and Boehringer's requirements and business needs.
- set up annual target and working plan
- measure the progress and report to regional's leadership team (e.g. quarterly GFE meeting)
- Support the Taiwan on any GFE related audits
- perform GFE Gemba-walk and coordinate CAPAs and close the issues.
- Support the Taiwan's CMD on Emergency response plan(ERP) and Crisis management process to ensure the impact to business and operations minimized to the acceptable level.
- EHS: An active member of TCM commercial EHS team:
- Coordinate the implementation of Boehringer global EHS initiatives in Taiwan
- Closely connected with regional Commercial EHS Team, provide EHS service to employees. This may include tasks such as:
- Develop necessary programs and procedures in identification and managing potential EHS risks relevant to workplaces.
- Special focuses on field force safety, fleet safety, office ergonomics.
- Incident reporting and investigation under the guidelines from global /regional EHS.
- Real Estate & Workplace
- Developing real estate solutions based on global portfolio strategies and deliver transaction management / implementation of agreed asset plans
- Translates and adapts Global Workplace & Project management standards into regional workplace solutions, including alignment with stakeholders (HR, IT)
- Implement and manage lease contracts and following data management of contracts
- Supporting global RE Vendor Manager in conception and selection processes for Real Estate, Workplace & Project management suppliers/ consultants
- Contract lifecycle management- performance measurement (SLA and KPI tracking on regional level, budget monitoring, feedback gathering)
- Supplier Relationship Management Steady evaluation and optimization of supplier landscape and service (e.g., assessments)
- Facilities Mgmt.
- Manage the Responsible person for the FM services in Taiwan are compliant with global and regional standards
- Supporting global GFE RE&FM organization in developing facility management concepts and FM supplier tenders by providing input regarding regional specifics and requirements as well as benchmarks
- Monitoring and managing service delivery gaps as well as quality under performing compared to agreed thresholds
- Vendor management, managing change requests or addendums to the contract in alignment with global standards and alignment with other functions (sourcing, legal) and managing the relationship with vendors in close alignment with global positions
- Facilitating transitions of services to new vendors
- Standardization and efficient and compliant processes to meet service quality and cost targets for FM across the country/territory
- Governance/Compliance to local and site specific regulations
- Reliable data management to support reporting requirements, information provision and budgeting processes.
- Security: Execute according to the defined process in Taiwan
- Coordinate on security policy and standard’s implementation from corporate to local.
- Smartly and efficiently operate and maintain the security system with risk analysis to ensure people and assets security.
- Ensure crisis team in Taiwan is connected and trained
- Maintain close collaboration with regional Security team for updates and improvements
- Provide professional information, advice and consultancy on all aspects of security.
- According to global/regional Crisis management system, support Taiwan's LT on successful implementation, maintenance, and further development of crisis management and BCM systems in order to ensure the team is prepared, able to respond and to recover from crisis situations.
Requirements
- Master or Bachelor degree in engineering or natural science (e.g., chemistry, pharmacy), Facility Management and /or office operations
- Knowledge of national/local GFE-regulations is indispensable. Knowledge in international GFE-legislation and GFE-related international declarations & conventions and standards (e.g. ISO standards) would be beneficial.
- Embody strong GFE-culture and be familiar with EHS programs.
- Extensive experience in facility services management
- Strong self-study and good motivation.
- Communication, inter-personal skills and organization skills which allow efficient cross functional communication
- 2 years or above directly related facility, EHS, security management experiences
