Legal & Compliance Manager | non-line Manager | Compliance Group, Legal & Compliance
Basic purpose of the job
- The Legal&Compliance manager,as a member of Compliance Group,Japan Legal&Compliance with support from Local Compliance/Data Protection Officer, develop, improve and execute local Boehringer Ingelheim Compliance and Integrity (C&I) Program/Data Protection (DP) strategy in Japan in alignment with Boehringer Ingelheim Global C&I and DP strategy.
- Compliance/regulatory expert for the regulatory requirements in Japan, in particular, Japan Personal Data Protection Act and Anti-Bribery and Anti-Corruption laws and regulations.
- Support Local Compliance/Data Protection Officer regarding specific Boehringer Ingelheim global Legal&Compliance projects and activities.
Accountabilities
- Boehringer Ingelheim Compliance and Integrity Program in Japan:
- To protect and enhance Boehringer Ingelheim Japan Corporate Value by ensuring the highest level of compliance among Boehringer Ingelheim Japan employees and management through compliance consultation for appropriate risk management, training, Compliance Risk Assessment, and other measures to monitor the business activities of Boehringer Ingelheim Japan
- Create and implement local compliance requirement including making local SOP and/or procedures in alignment with Global Compliance and Integrity Program
- Provide Code of Conduct, Compliance, and Legal Training via workshops or e-learning for all employees on a regular basis
- Achieve measurable Increase in Compliance Awareness among all employees and management of Boehringer Ingelheim Japan and mitigate non-Compliance risk through:
- Implement and execute Compliance Risk Assessment in 6 compliance areas (ABAC,data protection) via the global assessment tool.
- Provide compliance consultation to all Boehringer Ingelheim Japan business units
- Manage Boehringer Ingelheim speak up system together with Corporate Compliance & Integrity team and conduct internal investigations at the local level.
- Actively Communicate with Corporate Compliance&Integrity team to cooperate with them to strengthen all Boehringer Ingelheim Group compliance levels
- Operating the BI Japan Compliance Committee hosted by the Country Managing Director of Japan
- Boehringer Ingelheim Global/local Data Protection Strategy:
- To develop and implement Boehringer Ingelheim Japan-wide personal data protection compliance strategy in line with the Global BI Data Protection strategy.
- Boehringer Ingelheim Japan Board of Directors Meeting ("BODM") procedure management as a secretariat:
- Together with Head of Legal&Compliance, coordinate Boehringer Ingelheim Japan Board of Directors and shareholders meeting related procedures as mandated by the Japan Companies Act
- Local internal control procedure/document management including authority tables:
- Provide internal control and document management procedures as mandated by the Japan Companies Act

The position requires the ability to priorities workload on a daily basis and maintain an up to date plan of ongoing and future work, to manage a heavy and varied workload with possible conflicting and changing deadlines and respond quickly and positively to changes, showing a flexible can-do attitude, to work independently and pro-actively but also to identify when additional support or input is needed.

Extensive experience independently, but collaboratively working together with other Legal and/or Compliance members and internal business partners, dealing with board compliance matters.

Minimum Education/Degree Requirements
• Bachelor of Law or Similar required
• Graduate Degree in Law (LL.M) looked upon favorably

- Knowledge:
- In depth knowledge of global and local regulatory requirements, in particular, personal data protection, including understanding, interpretation and application of the regulatory legislation in Japan.
- Excellent knowledge of and adherence to relevant internal processes and procedures.
- Good knowledge of Japanese Companies Act.
- Good knowledge and experience with Anti-Bribery and Anti-Corruption (ABAC) and personal data protection in pharmaceutical industry in Japan

- + 5 years of compliance and/or legal experience in multi-national companies.
- Experiences in pharmaceutical business/industry is strongly preferable.
