The Vice President, Value & Access Channel, Contracts, and Policy  is responsible for leading the development and ongoing assessment and execution of innovative and analytic based contracting, customer strategies, and policy assessment to ensure that BIPI products have quality access with U.S. payers (public and private) in all segments (Commercial, Medicaid, Medicare, Federal Programs including VA/DoD) ensuring patients have affordable access to our medicines. 

The VP, Value & Access Channel, Contracts, and Policy will lead the development and assessment of strategic contracting strategies at the product and channel level (i.e. Commercial, Medicare, Medicaid, Federal, Group Purchasing Organizations/Hospital, and Long Term Care) strategy development and market segment assessments include internal and external research, analytics and financial analogs to maximize net revenue of contract offers and support recommendations; developing market forecasts, pricing analysis and analogs for both internal and customer facing use; execution of government contracting strategy and ensure compliance program requirements; lead all facets of contract development, supporting Account Management for contract negotiations with customers and ensure all policies and procedures are followed in order to protect BIPI assets.

The VP, Value & Access Channel, Contracts, and Policy will serve as the primary point of contact for patient access and affordability solutions to attain competitive differentiation and support reimbursement strategy. This role will develop and advise on Customer Channel Strategies to understand how each individual customer channel unique and what actions is are needed to meet the needs. The position holder will oversee all Healthcare affairs value and access healthcare policy to ensure clear understanding and proactive solutions.  This role is also responsible for providing strategic direction and oversight for Boehringer’s 340B program including development and optimization of comprehensive strategies to minimize risk to the organization.

 

This role is based on-site at our Ridgefield, CT location with hybrid flexibility of 2-3 days per week on-site. 

 

This position offers a base salary typically between $250,000 and $394,000.  

Duties & Responsibilities

  • Directs LTF planning and execution activities for the Revenue Optimization team.
  • Monitors contract/channel/product trends and identify issues and recommend solutions to BIPI leadership as part of the LTF business planning.
  • Leads system implementation / ongoing support of all strategic Contracting activities in support of US Human Pharma objectives for Contract Compliance and Government Pricing.
  • Provides leadership for the Contract Compliance, specifically the Government Compliance teams as well as for Audit activities.
  • Oversees and ensures continued compliance with all State and Federal Programs (AMP, ASP, BP, FCP, and NFAMP, etc.).
  • Maintains knowledge of the entire BIPI product portfolio and all segments of the business, including the nuanced differences of different business segments, e.g. Commercial, Medicare, Medicaid and Federal.
  • Ensures alignment between Value & Access Strategy, Analytics, and Contract Compliance objectives.
  • Supports Value & Access Payor Sales Account Management Negotiation through the development and implementation of analytic platforms and negotiation strategies.
  • Enhances modeling capabilities to reflect the customers, as well as Boehringer’s financial and economic perspective related to product access decisions.
  • Innovative Contract Design – Continues to explore and develop innovative deal structures for Boehringer’s product portfolio including Value Based Agreements; Partners with the broader Value & Access/HP colleagues to further enhance Value Based Agreements capabilities in US.
  • Launch Access Strategies – Ability to understand the complexity of the managed care industry and capable of guiding a team that designs/recommends an optimal launch strategy and financial inputs for new products / markets.


Patient Access & Affordability:

  • Leads a team that drives all Patient Access & Affordability activities across all therapeutic areas.
  • Aligns patient, access, and product journey by identifying all opportunity levers that impact patient access to appropriate medicines.
  • Leads co-pay program and support management of Patient Access & Affordability program vendors.


Channel Strategy:

  • Provides guidance on the segmentation and roadmap to address capabilities to address channel and customer needs and ensures it is properly integrated into brand planning processes.


Healthcare Affairs Strategy:

  • Ensures organizational and team awareness of legislation and government policies.
  • Guides leadership on proactive assessments and strategies.

 

340B Program Strategy

  • Develops and drives the overall strategic direction of the organization’s 340B policy in alignment with the company’s objectives to minimize risk while ensuring compliance with regulatory requirements.


Provides leadership and guidance in the following areas:

  • Leads Contract Compliance Team, Contract Development teams, 340B Program Strategy, Channel Strategy, Channel Revenue Optimization and Affordability Programs, and Healthcare Affairs; Participate as a core member of the Value & Access leadership team.
  • Leads the development of contract strategies that maximize the value of BIPI’s portfolio.
  • Delivers timely, consistent contract and product strategies to meet competition and respond to changing marketplace dynamics.
  • Serves as chair for the US Pricing, Terms, and Conditions Committee (PTC) and ensures an efficient and effective governance process; Actively engages in PTC reviews.

Requirements

  • Bachelor’s degree required; MBA or advanced degree preferred.
  • Twelve to fifteen (12-15) years of experience in the health care sector including experience and demonstrated success within channel management segment.
  • Experience managing and executing negotiations and strategic contracting with large, complex customers.
  • Demonstrated understanding of health care policy, financing, and delivery.
  • Experience in developing, implementing, and executing strategies that create market access for pharmaceutical products.
  • Track record of success in developing, implementing, and executing strategies that drive business performance.
  • Demonstrated strong strategic and analytical skills.
  • Demonstrated business acumen.
  • Ability to respond effectively to multiple priorities and tight timelines.
  • Deep understanding of US health care environment and the payer/reimbursement space; ability to identify trends in health care that impact BIPI's business and to develop and drive strategies and tactics that will help ensure sustainable business success.
  • Demonstrated success in influence/negotiation skills.
  • Ability to build and maintain productive collaborative relationships with customers and internal stakeholders.
  • Track record of ability to effectively influence and interface internally at most senior levels in a large corporation and externally with large complex customers.

  • Previous supervisory/people management experience preferred and ability to develop and motivate others, lead through change, and deliver on BIPI business objectives necessary.
