Government Affairs Manager

Job Description

The Government Affairs Manager is responsible for shaping and implementing strategic policy initiatives and advocacy programs that support a favorable business environment for Boehringer Ingelheim in the Philippines.

This role requires a deep understanding of the political landscape, regulatory trends, and legislative developments that may impact the pharmaceutical industry. The Government Affairs Manager will proactively engage with government stakeholders, industry associations, and other key partners to advocate policy outcomes aligned with the company’s objectives.

In collaboration with internal teams, the Government Affairs Manager will also contribute to building a strong corporate affairs strategy that enhances Boehringer Ingelheim’s reputation and ensures continued patient access to innovative medicines—today and in the future.

 

 

Tasks & responsibilities

  • Monitor and analyze political and legislative developments, including government health policy developments to assess their potential impact on Boehringer Ingelheim’s business and reputation. Provide timely insight and counsel for key business planning decisions.
  • Design and implement strategic plans to proactively leverage on opportunities or mitigate risk from upcoming policy changes and trends. Champion business objectives through thought leadership and structured advocacy.
  • Enhance Boehringer Ingelheim’s visibility ensuring the company is recognized as a credible and proactive voice in the healthcare sector.
  • Build and sustain strong relationships with key policy stakeholders to advance Boehringer Ingelheim’s business goals and further develop its reputation as a credible and respected voice in the life sciences sector.
  • Lead advocacy efforts to relevant government officials and departments, serving as the primary representative of the Company in these engagements.
  • Coordinate and lead responses to relevant government consultations.
  • Manage the company’s engagement with relevant trade associations, ensuring active participation.
  • Oversee the development and approval of advocacy materials—including letters, position papers, presentations, and briefing documents—with support from external agencies as needed.

 

Requirements

  • Bachelor’s Degree in any related field.
  • An expert in the field with at least 5-7 years of relevant experience, who has extensive experience of working with government relations, at national level.
  • Demonstrate in-depth understanding of Human Pharmaceuticals and and/or Animal Health policy framework, including regulatory environments, and public health priorities.
  • Proven track record of designing and executing advocacy strategies that effectively shape policy environments in alignment with organizational objectives.
  • Comfortable and confident in building strong relationships with government agencies, policymakers, and regulatory authorities.
  • Existing network of relevant external stakeholders is considered a strong advantage.
  • Confident in communicating complex policy issues to internal stakeholders, fostering greater understanding, alignment, and engagement across the organization.
  • Maintain strict compliance with all applicable policies and laws, especially those related to interactions with government officials and regulatory authorities.
  • Team player and strong collaborator. 
  • Excellent writing skills, with the ability to articulate messages clearly and concisely in an engaging manner.
  • Ability to prioritize work under pressure and deliver to agreed deadlines.
  • Thoroughness, accuracy and attention to detail in all aspects of work.
  • Highly motivated, able to work independently and in a team.
