Tender and Healthcare Affairs Manager, MSI

The Position

The Tender and Healthcare Affairs Manager is responsible for supporting the development and execution of:

  • Design and lead implementation of pricing strategy that optimises Gross-to-Net value, optimises profitability, enhances competitive positioning, facilitates optimal price for listing, and enables informed decision-making across HP Business for current and future products.
  • Act as a strategic partner, supporting the design of competitive and sustainable commercial offerings that balance revenue growth with margin protection, while contributing to effective market access. 
  • Healthcare Affairs plans.

 

Duties and Responsibilities:

This role will be responsible to:

  • Orchestrate pricing governance aligned with global company guidelines and promoting integration across Commercial, Finance, Supply Chain and Legal to ensure coherence between strategy, execution and profitability.  
  • Deliver actionable insights and reporting that align price, forecast, product mix and impact to support efficient financial planning and execution of the Commercial team. Promote a culture of analytical excellence and commercial discipline, and influencing internal stakeholders for more assertive, value-aligned decisions.
    • Drive initiatives for Ex-Distributor Sales growth aligning with strategic growth objectives: Lead efforts to identify opportunities for optimising price, mix, and volume across portfolios, ensuring alignment with strategic growth objectives.
  • Support defining and refining of pricing frameworks across TAs and channels.
    • Reflect local market environment accurately for ROPU ASKAN/Corporate to support early new product pricing planning.
  • Design, develop, and implement tangible Pricing to support listing/reimbursement strategies to secure optimal and timely reimbursement to realise maximal commercial potential of current and future products
  • Conduct market analysis, competitive benchmarking and market surveys to inform pricing decisions.
  • Collaborate with cross-function to align pricing with the go-to-market strategies, identifying optimisation opportunities and developing risk mitigation strategies.
    • Commercial Policy Governance:  Establish clear pricing policies, discount structures and approval workflows aligned with ROPU ASKAN guidance.  Ensure synergy across business units, as well as compliance with internal controls and external regulatory requirements. Ensure execution with accurate, audit-able data.
  • Gross-to-Net
    • Track pricing effectiveness through GtN Dashboard and P&L analysis, and tender win/loss rates.  
    • KPI monitoring/reporting (e.g., GtN, price-volume impact, etc,) to Pricing Committee and recommend strategic adjustments.
    • Continuous improvements in rebate monitoring and reporting, seeking improved solutions for robust, reliable data-driven decision making.
  • Oversee price corridors, and business case input for exception approvals to ensure alignment with global/ASKAN guidance and MSI Working Instructions. Identify pricing anomalies and recommend corrective actions.
    • Deliver robust insights to drive informed decision making on commercial team proposals related to pricing (e.g. patient support programmes).
  • Develop deep insights into the relationships amongst stakeholders within the healthcare system (e.g., payers, Government officials, industry associations, patient advocacy groups, providers. Maintain in-depth knowledge of pricing, reimbursement and pharmaceutical policy decisions by payers and competitors)
    • Contribute to the development of partnerships with selected healthcare system stakeholders. Responsible for the execution of integrated healthcare solutions.

 

Requirements:

This role requires a unique combination of technical expertise, strategic acumen, and interpersonal skills. The ideal candidate should be both a data-driven problem solver and a strategic thinker, capable of driving initiatives, influencing stakeholders, and delivering measurable business impact.

Working knowledge of local pharmaceutical market policies, particularly with respect to pricing and access is required. Product knowledge across the HP Business. Fundamental understanding of pharmacoeconomics.

Candidate should have:

  • Bachelor’s degree and/or post-graduate qualification in Business, Health Economics or Economics, Pharmacy, Epidemiology, Public Health, Biostatistics
  • Minimum 5 years’ experience in the pharmaceutical industry with at least two years’ experience in market access with a comprehensive understanding of pricing /reimbursement environment and the government/payer review process. In-depth understanding of national health care system of drug P&R processes.
  • Business acumen with deep knowledge on strategic levers and their impact on profitability and competitiveness.  Minimum 2 years’ experience on the development of commercial policy and pricing strategies throughout the product life cycle
  • Fluent English and Bahasa Malaysia. Good interpersonal, time-management, written and oral communication skills.
  • Commercial acumen and ability to communicate complex topics/data and insights in a clear, concise and actionable manner to stakeholders.  Expertise in crafting compelling narratives around data to influence strategic decision making. Ability to communicate effectively across teams.  
  • Mastery of Microsoft Office, including Excel, Outlook, PowerPoint, Word, etc.
