Head of Medicine, HP MSI

THE POSITION

Steer the medical organisation and provide governance for all functions related to Medicine in Malaysia, Singapore and Indonesia (MSI) Medical Affairs, Pharmacovigilance, Regulatory Affairs, Quality Management and Clinical Development and Operations. Whereas global and regional objectives are set by the Regional Medical Director or via the respective regional function to the local function, the local MD ensures that medical and regulatory functions are aligned with local business priorities and needs, local laws, codices and regulations as well as with regional and global strategies, and in compliance with GCP (Good Clinical-Practice), corporate policies and guidelines and SOPs. 

Represent the medical organisation on the Executive Leadership Team, and function as an member of the global BI medical organisation through liaison with the Regional Medical Director.

Duties & Responsibilities

  • Provide ongoing medical and regulatory expertise and input to local business
  • Provide, as an expert, strategic and pragmatic advice on medical and commercial matters
  • Coach and lead the medical team to deliver the global medico-marketing strategy in MSI.
  • Develop the medical strategy aligned with global/ regional objectives, ensuring that medical input is maximized during the strategy planning.
  • Effectively manage, lead and develop the medical department, including the identification and development of key talent
  • Ensure that appropriate procedures for release of local promotional materials and publications are in place and adhered to.
  • Ensure adherence to BI and International compliance requirements – as well as local legislation in all areas of Medicine I-QPRE of the OPU.
  • Adhere to local budget, and actively seek to continuously improve practice
  • Ensure professional organization of advocacy support – on all levels such as Opinion Leader interaction, Advisory Board set-up, CME (Continuing Medical Education) programs, and that appropriate procedures are in place for the conduct of PMS, IIIb/IV trials, EAP/IIS activities
  • Establish and develop relationships and channels of communication with External Experts and Local Authorities
  • Ensure optimal information exchange between the OPU and the Regional Medical Division
  • Work in collaboration with Regional team
  • Proactively input into local regulatory strategies. 
  • Support & coach local RA team with interactions with health authorities, Global PV and Regulatory Affairs.
  • Ensure effective structure within PVMI team to enable 100% adherence to external obligations.
  • Support and provide input to Clinical operations strategy, subsequent drug registrations and market uptake.
  • Demonstrated proficiency in Agility, Accountability and Entrepreneurship
  • Sound working knowledge of PHAMA, SAPI and IPMG respective Pharmaceutical Industry Codes
  • Leading people and medicine strategy across 3 different markets (Malaysia, Singapore and Indonesia, MSI) with different regulatory environments.
  • Leading the scientific strategy and solutions for diverse portfolios and stages of product lifecycle, within the context of a challenging reimbursement environment.
  • Manages company risk via leadership in risk management.
  • Works with the business to formulate strategic plans and identify capabilities required (such as digital customer engagement). Operates in matrix reporting.
  • Responsible for medico strategies that directly effect commercialisation of products and level of advocacy and support amongst regulatory bodies and External Experts.
  • Full accountability for Med I  budgets and headcount. Responsible for talent management (including pipeline into and out of Medicine) and succession planning across HP Medicine.

About our future employee:

  • Medical Degree or equivalent (e.g. PhD in bioscience)
  • Knowledge/Experience: Sound clinical and scientific experience, significant experience in leading positions within medical departments of the pharmaceutical industry, e.g. in clinical development/operations or medico-marketing
  • High level of scientific and functional expertise across multiple portfolios (Cardio Renal Metabolism, Immunology, Respiratory, Oncology, Mental Health, Stroke).
