Basic purpose of the job
Supervise Facility management services in KPRI(Kobe Pharma Research Institute), BI Japan Group, which is the location of the job
Accountabilities
- Supervise all services related to Real Estate and facility management in KPRI.
- Related performance indicators

- Related performance indicators
- Supervise the maintenance services provided by contractors and third-party companies related to RE and FM scope (HVAC, Energy, building and offices maintenance, cleaning, and janitorial services), and explore and implement more efficient services.

- Control energy consumption in the site and report them as required in a country or department level and implement energy saving initiatives to reach company sustainable goals.

- Promote continuous improvement of existing facilities and equipment in collaboration with KPRI, EHS, and Engineering from the perspectives of sustainability and stable operation.
- Support the EHS/Security/Crisis management Tokyo responsibilities, such as Fire prevention management, Drainage control management, Waste control management, Safety drive supervisor and site security management.

Report relevant events and implement global standards and initiatives within REFM area.
Contribute for a implementation of EHS/Security initiatives. For this purpose, can be necessary to travel to Tokyo on a regular base.- Related performance indicators

Support for some of the business services provided by the REFM team in Tokyo (such as company housing, company vehicles, and travel management) whenever is necessary.
Promote updates to rules and systems, vendor management, and internal communication in collaboration with the Tokyo team.- Related performance indicators

Regulatory and / or Organizational Requirements
Comply with domestic laws and BI's rules, ensuring safety and consideration for the working environment. Collaboration with EHS and SEC & CM. Selection and provision of useful and cost-competitive business support tools.
Job Complexity
Management of various activities and projects related to Facility management, supervising contractors to get the best quality and cost according to contract terms. Keep the smooth communication and trust relationships with management and key stakeholders in KPRI.
Interface
KPRI Administrative manager, Head of KPRI, Purchasing team, contractors and suppliers, collaborate with Tokyo team in the relation with Kobe City Government (including Fire Dept, Environment Dept, Construction Dept, et al)
Job Expertise
Experienced in Facilities management for buildings and laboratories.
Knowledge of Engineering applied to building facilities maintenance and equipment operation (HVAC, Chillers, Electrical cabinets, Building Management Systems, etc).
Desired basic engineering concepts knowledge (including validation of facility and computerized building management system), experience of maintenance of GMP laboratory is preferred.
Ability to comprehend, analyze and interpret process and systems information, technical procedures or governmental regulations to ensure compliance with laws and regulation.
Basic knowledge of finance in terms of budgeting and cost management. In-depth knowledge of facility related market and best practices.
Job Impact
Provide support to manage an annual budget around 370 million JPY, which includes costs related to OpEx for KPRI.
Needs to keep infrastructure functionality for a development facility, that has strategic relevance for Boehringer Ingelheim business
Minimum Education/Degree Requirements
Bachelor in Engineering, or similar technical related areaa
Required Capabilities (Skills, Experience, Competencies)
- 5 to 10 years’ experience in facility maintenance in commercial buildings or small factories. Experience of maintenance of GMP laboratory is preferred.
- Previous experience working for multi-national companies.
- Medium to Advanced English for conversation, writing and reading.
- Able to be developed in leadership abilities, even without previous experience Ability to comprehend, analyses and interpret process and systems information, technical procedures or governmental regulations to ensure compliance with laws and regulation.
