Process Engineer | Staff / non-line Manager | MIRAI Program Group, Yamagata Plant
Responsibilities
- Shall monitor and review all FEL3 and EPC contractor’s technical work.
- Monitor the development of engineering strategies, procedures and work processes.
- Identify and implement, cost saving and optimization opportunities.
- Engineering standardization, quality, time, cost and safety benchmarking.
- A value engineering program.
- Integrated operating plan for the Project including plant interconnection, start-up sequence, operating and shutdown philosophies.
- Optimization of infrastructure, offsites and utilities.
- Project and process design conditions standards and codes, Japan and BI-requirements for design, execution, documentation, permitting and operation.
- Quality standards and procedures.
- Safety, Health and Environmental codes, standards and regulations.
- Understand Numbering systems for plant areas and equipment items, piping and instrumentation items, roads, buildings and all documentation.
- Carry out verification of the basic design criteria, Project and engineering design bases, process and utilities requirements etc. so that work can then proceed on developing the Engineering package and other early engineering requirements.
- Provide input for front end studies, reports etc, and basic engineering design for offsites, utilities and infrastructure areas, including preparation of technical scope of work for potential EPC contractors to bid for and carry out detailed engineering of these areas.
- Strategic studies supporting Client and/or FEL3 contractor in decision making processes.
- Review all FEL3 engineering documents such as Process Flow Diagrams, P&ID’s, plot plans, hazardous area classification, One Line Diagrams, Building arrangements and design, etc.
- Review contractor's provision of process and mechanical data sheets for equipment items, including any input by specialist suppliers.
- Review all relevant equipment items indicated by Technology Providers, process designers, etc. through design development. requisition, and enquiry, vendor selection through manufacture, ongoing inspection, completion, testing release from vendors' works and installation.
- Review equipment for compliance with the specifications, and review Vendor drawings as necessary and EPC contractor's comments and check that comments are being incorporated.
- Review EPC contractor's calculated utility consumption / production figures and compare to utility balances developed during FEL3 to verify that utility plant capacities are adequate.
- Review EPC contractor's updated material balances of effluent streams and compare to material balances developed during FEL3. Verify that effluent treatment plant capacity is adequate, and that FEL3 and EPC contractor's designs comply with environmental requirements set out in the specifications.
- Review all detailed engineering work by specialist disciplines to verify that it is developed in accordance with the specifications.
- Review any FEL3 or EPC contractor requests to deviate from the Project standards and specifications, including resolving any conflicts between the standards, codes or specifications etc., and also review any FEL3 or EPC contractor additional specifications.
- Review FEL3 and EPC contractor’s engineering for compliance with requirements of ARL Technology.
- Participate in all design reviews including HAZOPs and other Safety Reviews. Model Reviews, etc. with Vendors, EPC contractor and Client as required.
- Review all critical engineering documents when issued and check other documents in accordance with the guidelines set out in the various Agreements with respect to document review by Client .
- Review technical content of claims for changes in the work.
- Monitor production of Design Books, Operating Manuals and Catalogues of Vendor information, etc.
- Ensure that the handover of engineering documents on the selected Electronic Data Management System (EDMS) format is both readily usable and accessible by Client.
