Head of Public & Government Affairs - Delhi

The Position

This position is part of the leadership team of the India organization and is responsible for driving the engagement and advocacy with the government stakeholders in line with the organization objectives.

Tasks & Responsibilities

  • Map the stakeholders within the govt departments of relevance and regularly interact with the stakeholders to build awareness and equity about the organization.
  • Establish GA network including policy makers, politicians, health authorities, local trade associations, chambers of commerce and embassies while working closely with ROPU Government Affairs and Healthcare Affairs managers.
  • Monitor and analyze political and legislative developments, including government health policies, and assess the possible impact on Boehringer Ingelheim’s business and reputation in the local OPU.
  • Direct, devise and execute strategic plans to leverage or mitigate upcoming changes and trends. Adapt and implement Global/ROPU Government Affairs, strategies to achieve its objectives, by reviewing healthcare policies at national level to understand risks and opportunities for Boehringer Ingelheim’s portfolio, screening and researching best practices at national and global level concerning Government
  • Develop policy positions and government affairs programs aimed at delivering a favorable business environment across Boehringer Ingelheim’s business units and in line with ROPU and Corporate guidelines.
  • Support OPU`s in responding to consultations on behalf of the business to articulate and implement policy positions.
  • Representing the OPU within Boehringer Ingelheim’s Global and/or ROPU Government Affairs network.

Requirements

  • Education: Bachelor’s degree in Life Sciences, Political Science or Business Administration Master in Life Sciences, Health Economics and Pharmacoeconomics or BA is a plus
  • At least 10-15 years’ experience in the field of MA/Government Affairs Team management, negotiation experience with Governments on key projects are essential Results orientation/Conflict Resolution/Negotiation Skills/ Presentation Skills/Team working/Time Management/Creativity and Critical Thinking/ Working Under Pressure/ Problem Solving and Decision Making/Project Management/Business Administration.
  • Need to Understand the business topics and understanding of the pharmaceutical industry.
  • Fully computer literate.
  • Requires a comprehensive understanding of theories and practices in own subject area plus a broad understanding of other areas.
  • Requires a deep understanding of factors external to the business including knowledge of the industry, regulations and commercial environment.
  • Requires excellent analytical skills and makes evaluative judgments in solving complex problems, based on information
  • Requires expertise in the field of Government Affairs and policy shaping topics
  • Analyses information that is both quantitative and qualitative and is drawn from multiple sources from external and external as well as primary and secondary data and relate them to each other in establishing strategies.
  • Business acumen in understanding ever-changing business environment, and oversee potential changes in the policies to extenuate the impact on BI business
  • Responsible for the geographic area of INDIA countries
  • Position will be based at Delhi.
