Manager, Negotiations
The Position
The Manager, Negotiations is a negotiations process expert mainly responsible for executing pan-Canadian Pharmaceutical Alliance (pCPA) negotiation strategies and Product Listing Agreements (PLA)in alignment with the Head of Government Affairs. This role provides the framework, analytical foundation, documentation, and cross-functional coordination required to ensure high-quality, compliant and timely negotiation execution with pCPA and provincial payers. The Manager acts as the operational liaison with pCPA and provincial stakeholders, manages negotiation workflows, and contributes to process improvement and value-based agreement (VBA) approaches supporting the organization's strategic objectives. The incumbent may be involved in facilitating other negotiations processes as applicable (e.g. with private payers).

Responsibilities
Negotiation Strategy & Execution Support:
- Work closely with the Head of Government Affairs to develop strong negotiations strategies & process frameworks; Execute tactical pCPA negotiation plans and provincial negotiation activities under the guidance of the Director
- Prepare negotiation mandates, option analyses, financial scenarios, and jurisdictional documentation supporting strategy development.
- Support negotiation discussions as delegated, ensuring adherence to approved strategies and alignment with cross-functional inputs.
- Ensure compliance with internal and pCPA expectations, timelines, deliverables, and procedural requirements.
Assist with Product Listing Agreement (PLA) Management:
- Manage day-to-day activities related to PLAs, including data preparation, issue resolution, invoicing clarification, auditing inquiries, and contractual compliance.
- Draft and review binding agreements; coordinate legal review and stakeholder sign-off.
- Actively monitor contract performance and assess risks related to non-compliance or data discrepancies.
- Contribute to the development and refinement of negotiation frameworks, templates, and workflows.
- Support the implementation of new approaches such as value-based PLAs and innovative funding models. Provide insights on market access trends, reimbursement policy shifts, and regulatory developments impacting PLAs or negotiations.
Governance & Documentation:
- Develop and maintain detailed negotiation plans, timelines, and tracking tools for each assigned negotiation.
- Prepare memos, briefings, slide decks, and documentation for internal governance committees.
- Ensure negotiation materials are complete, accurate, and aligned with organizational policy and approval processes.
- Chair national internal calls related to negotiation progress, issue management, and best practice sharing.
- Support the development of national negotiation strategies and consistency across assets and jurisdictions.
- Contribute to organizational learning through process improvement recommendations.
- Point person for communications across cross-functional teams and ensure proper governance activities are followed.
Cross-Functional Coordination:
- Coordinate closely with Asset Leads, Health Economics Outcomes Research (HEOR), Finance, Legal and other internal stakeholders to ensure accurate inputs into negotiation strategies and ensure proper governance activities are followed.
- Manage internal negotiation workflows and work streams, ensuring milestones, risks, and dependencies are clearly communicated.
- Proactively escalate challenges and facilitate timely issue resolution.
External Liaison & Stakeholder Management:
- Maintain operational contact with pCPA representatives and provincial payers; respond professionally and promptly to requests for information.
- Participate in payer or pCPA discussions when delegated by the Director.
- Ensure external interactions reflect organizational values and support long-term relationship building.
This position is fully remote.
Employees in remote roles can live anywhere in Canada and are only required to visit the Burlington office a few times each year.
Requirements
- 3-5+ years in market access, pharmaceutical negotiations, health economics, policy, pricing, or related field; Experience in actual negotiations processes & activities.
- Experience working with PLAs, payers, regulatory frameworks, or contract management.
- Experience coordinating cross-functional teams is an asset.
- Strong analytical skills with ability to produce high-quality financial and strategic analysis.
- Excellent written communication and document development capabilities.
- Strong organizational and project-management skill with attention to detail.
- Ability to manage confidential information and sensitive negotiations.
- Sound judgement, problem solving and ability to navigate ambiguity.
- Professionalism and relationship-building capabilities with internal and external stakeholders.
- French and English language skills are an asset for the purpose of working cross-functionally with Boehringer colleagues across Canada

The salary range for this position is from $100,000 to $133,420. Performance, relevant experience and competency in the role will be a key factor in driving the compensation offered. In addition, this position is eligible for a variable bonus target opportunity of 12% of the annual base salary.
