Public and Government Affairs Manager

THE POSITION

 

Responsible for developing and executing high impact policy positions, Public and Government Affairs programmes, aimed at ensuring a favourable business environment for Boehringer Ingelheim’s Business in the OPU.

 

Understands the external political environment and potential governmental developments.

 

Supports the business in developing a strong corporate affairs presence and strategy to help ensure an environment where patients have access to Boehringer Ingelheim's medicines, now and in the future.

 

Developing and executing government relations strategies to advocate for policies aligned with the organizational goals.

 

Duties & Responsibilities

 

  • Monitor and analyse political and legislative developments, anticipate political trends and positions including government health policies, and assess the possible impact on Boehringer Ingelheim’s business and reputation, providing insight and counsel in key business planning decisions.

 

  • Direct, devise and execute strategic plans to leverage or mitigate upcoming changes and trends. Promote business goals through thought leadership and structured advocacy.

 

  • Enhance visibility and give Boehringer Ingelheim a prominent voice with policy makers. Develop and maintain strong relationships with key policy stakeholders to advance Boehringer Ingelheim business goals and further develop Boehringer Ingelheim’s reputation as a credible and respected voice in the life sciences sector.

 

  • Lead advocacy outreach to relevant politicians and parliamentary groups, being the initial face of the organisation with these individuals. Lead the response to relevant Government consultations on behalf of the business to help articulate and implement policy positions. Lead, manage and co-ordinate Boehringer Ingelheim's engagement with relevant trade associations. Actively participate in relevant groups.

 

  • Instigate, develop, and drive approval of all relevant letters, documents, positioning papers, slides etc (approval process) (with agency support where appropriate).

 

Requirements

 

  • Bachelor's Degree in related field
  • An expert with at least 5-7 years of relevant experience who has extensive experience of working in politics/Government Relations at national level
  • In depth understanding of Human Pharma Healthcare policy and/or Animal Health policy
  • An understanding of the issues facing the pharmaceutical industry and a grasp of its regulatory environment
  • Track record of implementing advocacy strategies to shape a policy environment in pursuit of organizational goals
  • Established relationships with inter-chamber alliances while demonstrated ability to foster cooperation, sharing resources, and pursuing collective goals
  • Confident public speaker able to engage a room of individuals with different perspectives and position a potentially controversial argument.
  • Good presentation and negotiation skills
  • Analytical and research abilities for legislative and public affairs monitoring
  • Strategic planning and problem-solving skills
  • Team player and strong collaborator 
  • Ability to prioritise work under pressure and deliver to agreed deadlines.

  • English and Thailand communication skills are required
